ARTICLE I - NAME
The name of the organization shall be:DECATUR EAGLES R/C AND HOBBY CLUB, INC.
F.E.I.N. 35-2032934 - A.M.A. Charter Number 2648
ARTICLE II - PURPOSE
The purpose of this organization is to promote family participation and public interest and acceptance of the many hobby aspects of the club. This includes, but is not limited to: radio controlled models, rockets, kites, and other hobby interests as designated by club membership acceptance.
ARTICLE III - MEMBERSHIP
Section 1
Membership is open to all individuals with an interest in promoting the club's purpose.
Section 2
Prospective members who will be involved in any free-flight, control line or radio controlled activities for aircraft must be, or become, a current AMA member. If involved in these activities, a membership card will be issued when a current AMA card is presented. This includes annual renewals.
Section 3
The membership year shall be from January 1 through December 31. Club membership dues must be paid by March 1 or the member shall be considered to be inactive. Any member in good-standing (with an active club member for at least four consecutive years) that reaches the age of seventy-two, will be issued a free lifetime club membership.
ARTICLE IV - DUES
Section 1
The annual dues shall be $40.00 per family. This is limited to spouse and children living at the same address. The children must be 19 years old or younger. The annual dues for children shall be $20.00.
Section 2
Dues for new members joining July 1 or after shall be $5.00 per family, per month, as outlined in Article IV, Section 1.
ARTICLE V - OFFICERS
Section 1
The elected club officers shall be:
1. President
2. Vice President
3. Secretary / Newsletter Editor
4. Treasurer
5. Safety Officer
Section 2
To be eligible to hold a position as an elected club officer, the individual must be (1): an active club member for at least two consecutive years; and (2) a current A.M.A. member in good-standing.
Section 3
The elected offices of President and Vice President shall not be held any longer than three consecutive years (terms) by any one person.
Section 4
Any elected officer may be voted out of office by a majority vote of the club membership via ballot.
Section 5
The term of elected officers shall be from January 1 through December 31.
ARTICLE VI - OFFICER'S DUTIES
Section 1: President
The President shall be the executive officer of the club and shall preside at all meetings. He/she shall be the spokesperson for the club and shall appoint standing and special committees and chairmen as required. He/she is an ex-officio member of all committees. In case of a tie vote, his/her vote shall cast the deciding vote.
Section 2: Vice President
The Vice President shall assist the President in all matters and shall assume the duties of the President if, for any reason, the President is not able to perform his/her duties. He/she shall be responsible for all social events of the club.
Section 3: Secretary / Newsletter Editor
The Secretary / Newsletter editor shall keep accurate minutes of the club's proceedings. He/she shall record meeting attendance and shall keep an up-to-date record of all members. The Secretary / Newsletter Editor shall assume the duties of the Treasurer if the Treasurer is unable to perform his/her duties. He/she shall have the responsibility of maintaining a high degree of communications among club members, usually accomplished through a newsletter. He/she shall distribute a monthly newsletter to every club member and is encouraged to exchange our effort with other clubs as well. He/she may, at his/her discretion, select an assistant from the membership to assist in the normal secretarial duties.
Section 4: Treasurer
The Treasurer shall have charge of all the club's funds. He/she shall keep an exact record of all monies received and disbursed and shall present to the membership an annual report at the first meeting of each year. He/she shall maintain the records in such a manner that they may be opened for inspection at any time and shall make a report of the financial condition of the club at all meetings. He/she shall pay all legitimate club obligations due and payable, up to $100.00, upon submission. This also includes member's reimbursements. The Treasurer shall assume the duties of the Secretary / Newsletter Editor if the Secretary / Newsletter Editor is unable to perform his/her duties.
Section 5: Safety Officer
The Safety Officer shall have the responsibility of maintaining a safe flying atmosphere at our flying field. He/she shall report at each meeting the members' compliance with the club's adopted safety rules and regulations. The Safety Officer has the responsibility and right to request any individual using any of the club's facilities to cease such use due to violations of either the A.M.A. safety code or the club's adopted safety code.
Section 6: Executive Committee
The elected officials shall comprise the Executive Committee and shall be empowered to make decisions when action must be taken before a regular membership meeting. Approval of all five members is required for expenditures from $100.01 to $200.00. Any expenditures other than field rent and AMA charter fees that are over $200.01 will require the approval of a majority of the members present at a meeting. The Executive committee may meet as often as is deemed necessary and it is suggested that they meet monthly when possible. The Executive Committee is empowered to make those decisions necessary to efficiently manage the club. Any member may attend an Executive Committee meeting as an observer.
ARTICLE VII - CLUB LOGO
The club shall have a logo of such design as the club may adopt and such logo remains the property of the club may not be used by member for individual use or benefit.
ARTICLE VIII - SAFETY
All AMA safety rules shall be adhered to by every club member (as well as guests) at the flying field. The club shall adopt any and all rules and guidelines, which will lead to safe operation of our equipment and facilities. These field safety rules shall be posted at the club's flying site and also shall be given to each member upon joining the club.
ARTICLE IX - AMMENDMENTS
The Constitution and Bylaws of the DECATUR EAGLES R/C AND HOBBY CLUB may be amended by a two-thirds vote of the membership at a regular meeting, provided that written notice of such proposed changes has been sent to each member one month prior to the vote.
ARTICLE X - MEETINGS
Section 1
Our club should have regular monthly meetings, but must meet at least four times per year. The date, time, and place shall be determined by the Executive Committee and notice of such meetings shall be sent to each member.
Section 2
Meetings shall be conducted in a business-like manner, with club business being the main focus.
Section 3
Only current members with fully-paid dues are eligible to vote or hold elected office.
Section 4
A majority of the Executive Committee (three of five) present at any regular or special meeting shall constitute a quorum.
Section 5
A vote of at least 51% (fifty-one percent) the members present is required to pass any motion. General assessments as required for emergencies can be made by a majority vote of the members present at the meeting, provided proper written notification was transmitted to the entire membership at least one month prior to the proposed vote.
